Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are issued from multiple capitals. Significant resources is allocated on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: several firings deployed against a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, protecting urban areas from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a drone close by, part of a rapid response unit – most likely imported technology. Unfortunately, the bullets missed the hostile drone – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration works based on a principle well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but averting a total frontline collapse until situations evolve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
